STAFF MEETING, JACKSON COFO 23 November 1964 ."3-... ,l...i_ • • .' 3. ■.•■^————~—»?»a™-a_a.r_.i—— First order of business are the reasons for the recent closing of the Jackson office; these might be listed out as: —the staff's inability to come to a decision —the situation in tho office just didn't respond to mere talk —the "local people" problem —personality conflicts which go unresolved —the actual taking over of theoffice by the FDP, Jac'.son project — in general, tho noise and confusion which make work difficult Discussion of this list. Jesse morris views the office this way; it is a center for: coiiimunicrtioji^ % supply distribution, finances, VJATS line communication, legal matt'ers, personnel, and program co-ordination. *• • >->•' Discussion pfi. Jackson project Margaret Burnham has left for good; lae questionHis" 'doe's the Jackson project serve as a moans of removing local kids from the office? Martin Ficklnus: Attempts hove been made in tho three '.recks I've been here to find a center for the local project; we have Freedom Schools goings we are planning small community centers all over Jackson, in the Virdcn Addition '.'here I live, for instance. Tho entire Jackson project consists only 01 4 or 5 people, the Nicklauses, the Browns5 and Trod Eeinze. Browns more Freedom School teachers needed. Heinzer tho involvement fith the FDP—John Jlein's work--might be divorced from the Jac'-son project itself. Brown; Fred Foinzc ras assigned to work with the local kids. There rre Schools now at: Mount Febo, St. John's AII3 5 and Institutional at Virdcn Addition:; school is taught two riighta a week in each church and a library is projected for Fount Febo. 1/ aa Nicklausi Is money available for light, and heating bills? Jesse; Some "good will" money was given during tho summer for breakage, etc. The kids of the Freedom School themselves could solicit the needed money by sales of buttons, etc. Other ise, COFO.^will hove to take it under consideration .when e big bill arises. -An office will be available for the Jackson project: the old supply house on Short St.; there are books '.'hlch need to bo moved to Valley. Ficklaus: Jho is the new Jackson project director? Jesse: Has to be worked out among the staff ( To Gerry Wilson?) Short St. could bo used as e Community Center. Nicklausi The problems existent in the Jackson office now will be transferred to the Short St, office which is being proposed. The absence of a movement in Jackson is the real problem; these kids who hang around the office are expressing a desire to be part of things. Gerry Jilson: The problems go deeper than kids' desire to bo part of the Movement in Jacksonr there are more basic things than that involved; anyway1 some kids have been given the chance to bo involved. lorno Kressj There is confusion as to i/hat the responsibilities of n project office are if they are not the local people's problems; it seems to me that certain problems are inherited and. will have to be worked out. The old office ^;as not—nor should have been—ecuipped to handle tuse problems as it was not the office of tho Jackson project per se. Jesso: NAACF had the responsibility for a Jackson Movement, but it has not involved any kids. Thoro has not been any person pvailablo to meet this need. Hunterr It's clear from the discuss on that it's up to the Jackson Movement staff to develop the nosessary tools to solve its problem

Folder Description | This folder shows--from inside COFO--the range of emotions associated with Freedom Summer and its aftermath. It contains three lists of civil rights staff: a May 1964 list of Freedom Summer staff listed by Mississippi project location and giving their hometowns and group affiliation (SNCC, CORE, SCLC, etc.). A similiar list from June 29, 1964, lists both COFO volunteers and staff working in the state. A final, much smaller list, lists the staff workers for winter 1964-spring 1965. There are a couple of sets of COFO meeting minutes, one from a personnel committee meeting and another from a meeting about problems in the Jackson office. There's a description of the administrative structure of the COFO office in Jackson. Several issues of the COFO newsletter from Freedom Summer--Now: The Voice of Freedom--report on new state legislation designed to impede civil rights work, expulsion of protesting students at Alcorn College, MFDP events, police harassment, and the Summer Project. Perhaps the most interesting materials in this folder consist of a host of Freedom Summer and Fall reports from around the state which expose sharp criticism of the Jackson COFO office and reveal personality and racial conflicts, disorganization and lack of communication within the movement. Specifically, civil rights workers argue that local people have not been consulted about Freedom Summer plans and therefore have not bought into them, while others argue that there is no statewide decision-making or administrative structure that will hold COFO together in coming years. The problem of getting enough money to pay workers is constant. There are also concerns that COFO is turning into a welfare organization rather than a political organization: R. Hunter Morey's report from December 1964 is particularly scathing. There are meeting minutes from a fall 1964 Second Congressional District staff meeting. The optimistic COFO program for winter 1964-spring 1965 is here, as well as financial statements and field expenses for May-August (1965?), along with Karen Pate's argument that COFO NOT declare legal bankruptcy at this time. Finally, there's a March 1965 announcement by its (by that time) all-female staff that the Jackson COFO office is closing down. The folder concludes with a Mississippi map showing Freedom Summer sites. |
