RA- HP, AML Sept.15,1971 Dear Comrades, Sie are sending you tfc« initial nress dispatches of the „Philippine Liberation News (PLM). The PLN will henceforth monitor relevant news items^ and background Materials concerning the developing Philippine revolution. More particularly, the PLN will put out communiques, statements and articles from the Communist Party of the Philippines (CPPJ, the Hew people's Army (NPA), its military arm, and various related mass organizations. The Communist Party of the Philippines (CPP) is the vanguard of the present Philippine revolution which is waging a protracted struggle for National Democracy against IMS. imperialism, domestic feudalism and bureaucrat capitalism. The CPP through its military arm, the New People's Army, has been waging intensive guerilla struggle in Central and Northern Luzon as well as expansion work throughout the Philippine archipelago since its re-establishment in December 26,1968. Founded in 1930. the CPP reached its high point In World War II when it successfully rallied the Filipino people behind the IIUKBALAHAP movement against Japanese fascism. It suffered its worst defeat at the hands of the CIA backed Magsaysay regime when the HUK movement was almost completely wiped out by ruthless military campaigns in the 1950's. It was re-established in 1968 after two decades of unrelenting rectification work among surviving members and net* cadres under extremely repressive conditions. In 1957 the Party was outlawed by the Philippine Anti-Subversion Law. Recognizing the disastrous right opportunist and subjectivist errors of the successive Lava leaderships which did not adequately prepare the party and the people for a protracted struggle, the CPP has been re-established under the guidance of lîarxism-Leninism-vIao^Tjseïung Thought. It is ardously undertaking the tasks of rebuilding the Party, waging armed struggle in the countryside and creating a broad united front of all patriotic classes and parties opposed to U.S. imperialism and local tyranny. In the light of the great upsurge of revolutionary movements all over the world and the rapidly deteriorating position of U.S. imperialism, the PLN feels that all comrades and friends of the Filipino people must gain access to vital information regarding the struggle in the Philippines today. Such information, we feel, cannot be obtained through the bourgeois media for obvious reasons. We urge you to use these materials in your discussions and in any media available to your organization. In this way, you can help immensely in the task of isolating the Marcos fascist puppet regime and its U.S. imperialist masters before the revolutionary peoples of the world, especially now that this reactionary team has dropped its last remaining liberal democratic bluffs in the Philippines with the imposition of ^military rule all over the country. Your solidarity with us in this regard will be a great encouragement to the struggle of the Filipino people for national liberation and freedom. In subsequent installments, we shall be sending you basic documents of the CPP, particularly those pertaining to the rectification campaign. Considering the objective conditions under which we operate, we are presently unable to provide you with a return address. Consequently, we will have to be the ones to initiate all contacts.
