An Oral History Interview with
KEN McLEAN

Ken McLean was raised in Chicago, Illinois, and attended the University of Iowa, where he earned a B.S.
degree in journalism and political science in 1956. .After getting his Ph.D. in political science at
Columbia, McLean served as a management intern with the U.S. Navy. In 1958, he was hired by the
Pentagon, where he worked as a budgeting specialist until 1965.
In 1965, McLean was accepted into the Congressional Fellowship Program to work with the Senate
Banking Committee. Senator William Proxmire was the third ranking member of that committee. Two
years later he joined Sen. Proxmire's staff, staying from 1967 until Proxmire's retirement in 1989.
McLean researched economic issues, drafted legislation, organized hearings, recruited witnesses and
handled lobbyists. During the late 1960s and early 1970s, he worked on Truth in Lending legislation,
which included the Consumer Credit Protection Act, the Fair Credit Reporting Act, and the Fair Credit
Billing Act. In 1975, Sen. Proxmire took over as the Banking Committee's chair, and McLean became
Chief of Staff for the Committee.
.After Sen. Proxmire's retirement in 1989, McLean visited the Senator in his Library of Congress office
occasionally to discuss political issues of the day.
