An Oral History Interview with
PAUL SARBANES

Paul Sarbanes was raised in Salisbury, Maryland, and in 1950 received a scholarship to Princeton
University. In 1954, after earning his degree in public and international affairs, he was awarded a
Rhodes scholarship to Oxford, where in 1957 he earned a degree in politics, economics, and
philosophy. Sarbanes then attended Harvard Law School, earning his JD in 1960.
Sarbanes clerked for Federal Judge Morris Soper in the U.S. Court of Appeals for the Fourth
Circuit before entering private practice in Baltimore. From 1962 to 1963, he also served as
administrative assistant to leading economist Walter Heller.
In 1966, Sarbanes ran successfully for the Maryland House of Delegates. He served four years in
the Maryland legislature and, in 1970, was elected to the U.S. House of Representatives from
Maryland's Congressional 4th District. In 1972 and 1974, he was re-elected from the 3rd District
and served on the House Watergate Committee.
In 1976, Sarbanes was elected to the Senate, holding the seat for five terms. As a U.S. Senator,
he worked with Sen. William Proxmire on a number of issues. The two men served together on
the Joint Economic Committee and the Senate Banking, Housing, and Urban .Affairs Committee,
and supported regulation of the banking industry.
