An Oral History Interview with
CHARLES GRAHAM

Place: Minneapolis, Minnesota. Length: 1.5 hours
Charles John Graham was raised in Peru, Illinois, the only child of John W. Graham and Pauline
Powell, who were political conservatives. After graduating from high school in 1946, Graham
attended the University of Illinois, where he graduated Phi Beta Kappa with a B.S. degree in
political science and history in 1950. He went to earn his M.S. a year later and Ph.D. in 1955. Dr.
Graham went on to teach political science at the Univ. of Wisconsin-River Falls for 17 years.
During his early years at River Falls, Graham grew interested in Wisconsin politics and became
aware of Sen. William Proxmire. .After Sen. Proxmire secured his Senate seat in 1958, Ralph
Huitt recommended Graham to Sen. Proxmire and in 1960 he joined Sen. Proxmire's staff as a
legislative assistant. Graham assisted the Senator with legislative issues such as small business
legislation, the oil depletion allowance, and a bill to abolish the Electoral College. Graham
frequently traveled to Wisconsin to organize office staff and listen to constituents.
In 1961, Graham decided to return to River Falls with his family and resumed teaching. He
chaired the Social Science Department and continued to follow Sen. Proxmire's Senate career. In
1971 he was appointed President of Saint Cloud State University in Minnesota. Ten years later he
was named President of Hamline University in Saint Paul, where he served until 1987.
