An Oral History Interview with
JAKE GARN

Place: Salt Lake City, Utah. Length: 1.25 hours
Sen. Edwin Jacob Garn was raised in Richfield and Salt Lake City, Utah, the third child of Agnes
Fern and Jacob Edwin Garn, who were politically liberal but fiscally conservative. He graduated
from the University of Utah in 1955, pursued graduate work there in 1955-1956, and served as a
pilot in the United States Navy, 1956-1960.
Garn worked in the insurance industry in Utah from 1961 to 1968 before entering local politics.
He served as Salt Lake City commissioner, 1968-1972, and mayor of Salt Lake City, 1971-1974.
In 1974, Garn was appointed to the U.S. Senate and won subsequent elections, serving until 1993.
In the Senate he initially served on and later chaired the Senate Committee on Banking, Housing,
and Urban .Affairs, working closely with Sen. William Proxmire.
From 1980 to 1986, Sen. Garn replaced Sen. Proxmire as Chair of the Senate Banking
Committee. Though on opposite ends of the political spectrum, both Sen. Garn and Sen. Proxmire
viewed banking as a nonpartisan issue. As Chair of the Senate Banking Committee, Sen. Garn is
best known for coauthoring the Garn-St. Germain Depository Institutions Act of 1982. Senator
Proxmire supported the bill.
