Evacuation Efforts Halt; Guard to Change Tactics The alleged shooting of one of the Indians who is occupying the Alexian Brothers Novitiate near Gresham apparently blew apart efforts which were about to end the 29-day takeover of the abbey. It also brought forth a statement from the head of the Wisconsin National Guard troops at the abbey. Col. Hugh Simonson said that he will now change his tactics. He said that ""as soon as we cooly and calmly look over the situation without any overreaction, certainly we're going to have a change (in tactics.)"" Simonson also said that it was possible that force may be used to get the Indians out of the abbey. ""I guess that every day that passes, we've come close to that. I certainly wanted to try everything in the books short of force. We all know every day that passed has put us one day closer to that (the use of force.)"" Meanwhile, a third front beyond the Indians inside the Novitiate and the National Guard is taking an increasing role in the situation. This front is the Concerned Citizens of Shawano, a group of white citizens from Shawano County who last weekend set a deadline of noon Tuesday, January 28, to have the Indians out of the abbey or they would take matters into their own hands. The deadline had been lifted by the group's spokespersons Sunday, pending the outcome of the about-to-be completed negotiations. Late Tuesday night and Wednesday morning some members of the Concerned Citizens told the Evening Leader that with the collapse of negotiations, they were planning to try to force the Indians out of the abbey. Others implied that they would set a new deadline for the latter part of this week or early next week. As the Evening Leader went to press today there had been no official announcement from the Concerned Citizens. Meanwhile, a National Guard representative said that it was not possible that the wounded Indian could have been shot by the Guard. He noted that the description of the wound was that the bullet entered at the knee and traveled to the hip and that the doctor who treated the youth said that within five days his recovery should be known. The Guard spokesman pointed out that such a wound would be impossible if the youth had been hit by a Guard rifle bullet. ""This is true, since the only weapon that the Guardsmen carry is a M-16. The bullet from the M-16 does not travel nose first in a straight line, as does the bullet of most high powered rifles. Rather, it goes end over end. Hence, when it enters the body, the M-16 slug makes a small entry hole. Then traveling end over end inside the body the M-16 bullet tears away more and more as it goes forward. If it comes out the other side, the exit hole of the M-16 bullet is very large.
