Description | In 1996, Governor Tommy Thompson enacted Wisconsin Works, or "W-2" a landmark welfare-to-work program that became a model for welfare reform across the nation. W-2 required participants to work in order to receive state support and services, while providing childcare, health care, transportation, and training assistance. To better manage the program, Thompson created the Wisconsin Works Education and Training Committee to help clarify policies to participants, to provide examples of policy implementation, and to recommend strategies to improve training and education programs. This 1998 report summarized their findings |
